GE to hire 5,000 U.S. veterans, investing in plants (Reuters)

WASHINGTON (Reuters) ? General Electric Co plans to hire 5,000 U.S. military veterans over the next five years and to invest $580 million to expand its aviation footprint in the United States this year.

The largest U.S. conglomerate unveiled the moves ahead of a four-day meeting it is convening in Washington starting on Monday to focus on boosting the U.S. economy, which has been slow to recover from a brutal 2007-2009 recession.

"We should have the confidence to act and to restore American competitiveness," Chief Executive Jeff Immelt, a top adviser on jobs and the economy to President Barack Obama, said in a statement.

The U.S. unemployment rate -- seen as the main barrier to a move vibrant recovery -- fell to a near three-year low of 8.3 percent in January, helped in part by the manufacturing sector adding about 50,000 workers. Even with that improvement, 23.8 million Americans remain out of work or underemployed, which is keeping the economy a key issue heading into November's presidential elections.

The world's largest maker of jet engines plans this year to open three new U.S. aviation plants, in Ellisville, Mississippi; Auburn, Alabama, and Dayton, Ohio. After cutting headcount significantly during the recession -- as did its major peers including United Technologies Corp and Caterpillar Inc -- GE has added about 9,000 U.S. workers since 2009, and has already announced plans to hire another 4,500 people.

The Fairfield, Connecticut-based company, whose operations range from making loans to mid-sized businesses to manufacturing railroad locomotives, plans to discuss these moves at the Washington meeting. Boeing Co CEO James McNerney and Dow Chemical Co CEO Andrew Liveris are also scheduled to speak.

Video: The power of estrogen -- male snakes attract other males

A new study has shown that boosting the estrogen levels of male garter snakes causes them to secrete the same pheromones that females use to attract suitors, and turned the males into just about the sexiest snake in the neighborhood ? attracting dozens of other males eager to mate.

This experiment in the famed garter snake caverns of Manitoba, Canada, was one of the first in a field setting to ever quantify the effects of estrogen as a stimulant of pheromones, scientists said, in research just published in the Journal of Experimental Biology.

This estrogen, they said, is the same exact chemical found in many animal species, ranging from snakes to amphibians, fish, mammals and humans. The research confirms once again the unusually powerful role that estrogen can play in biology, and is also relevant to widespread concern about the environmental impact of compounds that mimic the effect of estrogen, found in some chemicals and pesticides.

In this study, male snakes were implanted with a small capsule that raised their estrogen level to about that of female snakes. After one year of this estrogen supplementation, the male snakes exuded a pheromone that caused other males to swarm to them and form the writhing "mating balls" that this species of garter snake is known for.

And just as the pheromone production could be stimulated, it could be taken away, the scientists found. When the supplementation was removed for a year, the males reverted to normal function and behavior.

"We thought this might work, but we we're surprised the results were so compelling," said Robert Mason, a professor of zoology and one of the world's leading experts on reptilian pheromones. "The amount of estrogen the male snakes received was nothing unusual, just about what a normal female would produce.

"And this was not just some laboratory test," he said. "These snakes were trying to mate in a natural outdoor environment, in which the males were absolutely sure they had identified a female snake."

The red-sided garter snake studied in this research depends totally upon pheromones for males to be attracted to and identify female snakes, by actually licking the female with a quick flick of their tongue. But the chemical cues are so extraordinary that in an instant, from one lick, the male can determine the species, sex, population, season, reproductive condition, size and age of its possible partner.

Pheromones are chemical cues that can provide a range of information, and often play a critical role in sexual attraction and reproduction. Snakes are a good model for studying them, Mason said, because they are totally dependent upon them for reproduction.

In garter snakes, the experiments showed just how powerful the mechanism is. Large and older females, preferred by male snakes because they can produce more babies, also have a slightly different chemical signature in their pheromone. Young, small, females can still attract suitors, but not as readily.

When male snakes had their estrogen levels elevated, their pheromone production was so strong that other male snakes actually preferred them to small female snakes.

Snakes use a "vomeronasal" organ in the upper palate of their mouth that plays a key role in this sensing process. Other animals, such as dogs, also have keen vomeronasal sensing abilities. Humans still have this organ, but it's unclear what role, if any, it plays in human sensory ability, Mason said.

The area where this research was done is a natural wonder, many scientists say, attracting hordes of tourists. Each spring, tens of thousands of snakes emerge from limestone caves north of Manitoba, Canada, in an intense competition to mate. Female snakes are swarmed as they emerge from the caves by multiple males that form large, twisting balls, attempting to be the first to mate with the female.

After that, a different pheromone is emitted which confirms the mating has been accomplished, and the other males lose interest and leave.

What is the Future of No Child Left Behind? (ContributorNetwork)

COMMENTARY | It has been reported by Associated Press that President Obama will free 10 states from the educational constraints put in place by No Child Left Behind. The controversial education plan put in place by President Bush calls for schools to meet minimum educational standards by 2014 or face penalties. Unfortunately, the plan has not unfolded as many had hoped, and schools are now faced with the daunting challenge of meeting steep expectations. Will NCLB rebound, or is this the first step towards the end?

Follow the leader

One has to assume that granting a waiver to 10 states may create a precedent that is quickly followed by others. If a majority of states are granted waivers, it may signal the inability of NCLB to hold schools accountable. Secretary of Education Arne Duncan can talk tough by suggesting that other states will be held to the expectations of NCLB. However, his statement that "it is the law of the land," may ring hollow if other states play an educational game of follow-the-leader.

The dreaded test

Of course, much of the criticism centers on the standardized test and the concern that educators are "teaching to the test." Concerns about standardized tests are not new. In the past, standardized tests have been accused of only being accessible to certain types of learners, or to particular racial or socioeconomic groups. Some of this may be true, but the problem remains that the United States might not have a better solution. If the standardized test dies a slow death, it may not be long before people start complaining about the varied educational standards across the country. This could revive the demand for a universal measure of educational outcomes. As noted by the Washington Post, the Education Department may be "obsessed" with test scores, but we are a world of quantitative measures. Qualitative data is much more interesting, but it is also much more difficult to gather and analyze.

The future of government regulations

Perhaps this decision will not weaken NCLB, and will simply be a way to allow schools a bit more time to meet the standards. I do think it is possible that states will continue to push back the deadlines to the point where the legislation is rendered useless. There are plenty of teachers and schools that are working hard, but there are also districts that are not willing to make the necessary changes needed to raise standards. Too many teachers are more concerned with job security than they are with pushing themselves to work harder in the classroom. In addition, America is very much in love with their outdated educational calendar that includes summer vacation. Finally, educational performance is impacted by much more than just the quality of the school. The breakdown of the family unit, as well as socioeconomic disparity may play an even bigger role in the struggles of the American school system.

NCLB may need some tweaks, but the reality is that it is supposed to be hard.

The author teaches at the college level and prior to entering the classroom he spent many years in higher education administration. On occasion he also enjoys the pure entertainment of substitute teaching at the high school and middle school levels.

In recent years there has been a growing trend to have more and more exotic pets. Gone are the days when pets were restricted to cats, dogs and perhaps goldfish and budgerigars. Nowadays people own all kinds of reptiles and amphibians including snakes, lizards and even insects and spiders.
So, whether you see yourself as the more traditional pet owner with a dog or a cat or as the owner of a more unusual pet such as a snake the problem of looking after your pet if it falls ill has to be dealt with. Finding a suitable vet clinic for your pet is a challenge that you will have to deal with sooner or later.

However, it is best not to wait until your pet bceomes very sickl and then have to make a choice in an emergency. Start looking for a suitable vet as soon as possible after you buy your pet. This will give you much more time to make up your mind.
If you live near a large city this is usually less of a problem, so if you need to find specialised animal care London is likely to offer a wide range of options.

Of course, having to choose from a long list of veterinary practices can be quite a challenge in itself. Most people start off by searching on the Internet. This is a good approach especially if you have a more exotic pet; you may also find that there are special interest groups for these and they usually run some kind of forum where you can ask other owner how they get the best treatment for their snake, lizard and so on.
For more usual pets like cats and dogs it is well worthwhile to ask other owners in your neighbourhood. Walking your dog for example is a good way to meet other owners ? cats may prove a bit more difficult!

Once you have identified one or two possible vet clinics it is well worth your while to visit them personally and ask some questions. In this way you can quickly get a very good impression of the quality of care available. Be sure to check out some basic aspects like staffing levels, hours of opening, provision of emergency care, facilities available, and the particular specialisations of the vets in the practice. And of course, don?t forget to find out about the costs. Although it is an excellent location for animal care London prices are not cheap but you can be sure of value for money.
